That's different. To get your base attribute rank to 12, you don't give up anything, warriors not really needing a lot of attributes; to get to rank 16 with runes, you give up health. In difficult areas that health is more valuable than the minor damage increase.

Not true, there a few skills that push certain attributes to higher levels and you can also use a "Master of my Domain" inscription. Skills like Awaken the Blood and Gylph of Elemental Power raise certain attributes. I win?

If we're talking about weapon mastery (which we pretty much are at this point), no you don't actually

No, they aren't permanent. However, as Drink Ice Tea said there are item mods that will sometimes give you +1 to a certain attribute for the next skill you use (with a 20% chance).

So is this the conclusion? Beyond rank 12 only weapon mastery slows down and all others advance at the same rate as before (roughly)?

You're forgetting the fact that weapon mastery also improves the skills within that attribute line. Attributed skills still get the same linear boost.

Most Breakpoints occur at 14 attribute - however it varies from skill to skill
